In general, Windows 10 (by default) uses the app to play media files "Cinema and TV" (which is not "omnivorous"). And the error you cited often occurs when playing some AVI, MP4, MKV files (inside which a variety of codecs can be used).

Next, right-click on the video file that is not playing, and in the explorer menu, select "Open with -> VLC" (eg).

Usually, if the file is okay, VLC will start playing it. If the error "pops up" again - try to open it in PotPlayer (this player already has built-in codecs and does not need third-party software for its work).

Pay attention to whether your video file has been fully downloaded (copied, transferred, restored, etc.). Is it exactly the same uTorrent (for example) opposite it shows a value of 100%!
